IconTweaker is a freeware application that allows you to customize all your Windows icons. Icons are one of main parts of the Windows interface. Customizing them can make your desktop look better and can also improve the usability, because you can make it easier to recognize items.
Using the IconTweaker theme system, designers can share their icons with other people. IconTweaker has an open XML-based theme format that can be extended using plug-ins. If you created an IconTweaker theme for your icons, you can be sure they can be used by everyone.
Many themes with beautiful icons are already included and ready to use.

There seems to be an issue of "how to install" going on at the moment.... ALL NEW USERS...you need to bear in mind some things if you want to use some of the skins you find on this site.
"Skins" are exactly that, they are an alternative visual front to GUI´s ( Graphical User Interfaces ) for applications that present the option for users to change the appearance of how things look on their desktop. Not all programs are skinnable, but a great many are.
By and large, Microsoft users are not given many options to change GUI´s per se, you can alter your screen, or theme appearance by right clicking your mouse and using the options provided ~ Theme/ Desktop/ Screensaver/ Appearance/ Settings.... however these options quite limited, but they can be extended by the use of third party applications, or if you are confident enough, and you understand the workings of your computer you can find ways to open up the possibilities way beyond what Windows shows you... a good site to help you do this is ~ http://www.shellcity.net/
That´s the tricky way to do it, and whilst it can work beautifully, it can also be the beginning of a minefield if you are unsure of what you are actually undertaking. Unless you understand the filing cabinet of your registry, my advise is "DON´T GO THERE".
Fortunately a lot of nice people who know more about the ins and outs of a computer did go there, and they came up with a lot of great little applications to do the hard work for us... and that is what you find at Skinbase, a repository of daringness.
We aren´t trying to teach anyone how to tweak their pc, we are merely providing somewhere for artists who use these 3rd party software applications, and their imagination, to show, and share their work, so if you see something that you would like to use on your own computer you can download it and make use of the beauty of their work.... but!, and this is the big but! it will not work on your computer unless you have the relevant software installed.
When you see something on Skinbase please look at the "Title".... the top line. If it says "for Windowblinds" or "for Sysmetrix" it means exactly that... it won´t work if you haven´t got that program on your pc, and it certainly will not work with any other program.
It´s pretty simple, if I showed up at your door in a kilt and told you I was from Brazil would it make sense to you?
If you do not have that particular program on your machine, but still would like to use the skin that has caught your eye, put you cursor over the name of the application and left click, a rather dull page will appear but it will have a little ´house´ icon on it. Clicking on that will take you to the homesite of the particular application that you would need to have if you wish to use whatever it was you wanted in the first place.
Some of these are free, some require a fee to be paid.... it´s your choice. That bit I can´t help you with :-)
